If you mean "par for the course" in comparison to the original SAMAS in the Rifts main book, then you would be right. There are no stats for the arms or legs there, either. Check p. 193 of the RPG.

look at the stats in CWC or FQ, then increase the leg/Arm MDC by 50%. (i did the math, and the silver eagle has about 50% more MDC in a given location than a standard SAMAS.)
