Heavy Energy Weapons
Is there a list somewhere of all the heavy energy weapons?
What determines if something is an energy rifle or a HEW? Is there some clear and fast guideline?

weight. the only things I know qualify as heavy weapons are rail Guns.

So if it's a plasma ejector or a railgun, then it takes WP Heavy Energy.
As for "similar high tech" weapons, I'd include Particle Beamers such as the NG-P7 and such. Probably not Ion beamers, though.

the NG 45 LP is a particle beam weapon, it's still first and foremost a pistol.
Weight and maniability are still foremost in determining what is a "rifle" and what is "heavy energy"
Also missile and rocket launchers would just be "heavy weapons", not "heavy energy"

Typically I rule that lasers are "energy"
Plasma and P-Beam are "Heavy energy"
Ion weapons occupy a middle ground.

Personally... I have problems with weapons like the C 27 plasma gun.
There is general consensus that plasma throwers ought to be classed as heavy energy ... but that baby is only 12 lb ... a big baby among rifles, but still a little light to be classified as a heavy weapon... it's still easily man portable and does not need support or anything and can be fired problemlessly from the shoulder or hip

Everybody seems to be interpeting "Heavy Energy Weapons" as reading
Energy Weapons that are heavy.
I don't think that's the meaning at all.
I read it as:
Energy Weapons with Heavy Firepower.

Same here. Actual weight doesn't really have much to do with it (except that heavy firepower weapons tend to be larger and heavier).

to be precise, I read it as "energy weapons (including rail guns) that are too big (or not properly conformed) to be used as normal rifles"
I think that if the weapon is of such shape, size and weight as to be, for practical purposes, a rifle, it ought to be treated as one, regardless of actual firepower.

Actually, railguns, while projectile weapons, are classed as "Heavy Energy" because they use an energy propellant system (ie: energised metallic rails) instead of a chemical propellant.
The MD RLs and GLs therefore don't fit into this catagory...although I suppose you could create an RPG based on a magnetically active rod so you can fire it from a rail or coil gun! (It would still not "qualify" because it's still an indirect weapon...)
