temporal magic/chiang-ku/dragons

i need help with this problem...im in a dispute with our current gm...about temporal magic and chiang-ku dragons...i created a chiang-ku dragon who knows temporal magic...the problem is that our gm says that the pc would not level up as normal...by that i mean gain new spells per level and gain extra ppe per level..i already know in england it states that if the chiang-ku takes up an occ he would only the magic knowledge..reading..language skills...but what i want to know is that if he gets the magis abilitys of the temporal wizard would the pc level up as normal gaining spells per level ppe etc..because it does not state it in the chiank-ku dragon stats but in the temporal wizard occ stats...also he says that im a hatchling which i know...but he says that im only 1 year old how is that possible if the bond of seritude is 6 years...i really need help with this matter..
i still think that if the pc gains all magic knowledge of that occ he would level up as such...thank you for any advice you have on this matter...

You are right.
Spells per level and bounuses of the OCC are the magic knowledge.
So your now 7 years old now. What's the difference?
