Techno-Who?
Now here's a creative thought: If Techno-Wizardry is a "purely American" form of magic, why the heck does everyone else seem to have it? It's been found in the hands of multidimensional slavers, isolationist lizards, and even space-faring Dwarves.
Now, I'm not about to abandon the theory that a good idea travels fast, but most of those factions have been using Techo-Wizardry for longer than humans have been on RIFTS Earth.

Any time someone put "only one" in a RPG book, you'll prolly find 10-15 more groups with the exact same thing in a few more years. the American Techno Wizards are the "only ones" in the Rifts Main book with the Technology to Harness Magic in that way... but after a few books... it wont be true any more. I may eb wrong... but as Early as Atlantis they were Giving other races Techowizarardy.

The Japanese Techno-Wizards did their thing a REALLY long time ago, before the Coming of The Rifts.
"Then the first European travelers arrived in Japan, they brought muskets and arquebuses... which greatly impressed the islanders. Japan was manufacturing copies of those weapons in a matter of years. Japanese Alchemists, techno-wizards and tech-ninja became fascinated with the concept of firearms. They tried to replicate the effect using magic, succeeding in creating an equivilant weapon by binding Fire Elementals to metal replicas of the European Weapons; this may have been one of the first techno-wizard weapons ever created!"
This means one of several things:
1. The writer of Rifts: Japan was an idiot who ignored the fact that Techno-Wizardry wasn't invented until after the coming of the Rifts (which is the explanation I lean towards). This seems pretty likely, as he also thinks that ancient Japan also had Tech-Ninjas.
2. The Ancient Japanese invented techno-wizardry, just like many other people all over the megaverse have invented it independently. North America invented it in the same way that Columbus discovered America; it was new to them, but not to all the many people who already knew about it.
3. Japan didn't discover techno-wizardry, they learned it from the Indian tribes in North America (or from the Chinese, who visited North America).
Techno-Wizardry was invented by the Indians, in North America, and later taught to other people. Then it was forgotten by the Indians.

As in many games, as The Game line Develops more and more... things that are Unique to one group become more common.. IIRC Technowizardy as of the Firts Book was invented by Peopel of the Magic Zone, but since the Concept was so Cool and Kevin Decided to have it be part of other Cultures... the CJ got ahold of it and EVERYone and his Brother got it.
In White Wolf's Vampire: TM, only the Tremer had Thamaturgy (Vampiric Blood Sorcery) in the Fisrt Printing... as of #rd Ed. Every Clan had some form of it...

Actually TW borgs came out long long ago. It's in the back of the main book, page 252. It's one of the options under supernatural powers when rolling up/creating an Intelligent supernatural monster.

But that's assuming the so-called Native Americans were just that... they weren't, as some findings within the past 5 years indicate, the first people here. So the native American would have learned TW from the original people.
But that's not what happened either. What happened was, the Japanese developed their own version of TW, just like their own magical tattoos. And a minor form of Rune Mastery. Among other things.
