I'd go with Rifts Main, Heroes Unlimited, Powers Unlimited, Rifts Conversion Book 1, and the Rifts Game Master Guide since it has all the skills in Rifts.
If you're going to play a HU char in Rifts then you need the HU2 Main book and/or the rifts convertion book one. That is all you really need. Other bookss you might want are Powers Unlimited 1 & 2 and the HUGM guide (it has mega brawling in it.
I would advise not getting the rifts main book till your actully playing, that way you play your char well, as such that the char dosen't know anything about the world he has landed in, so why should you. To keep yourself honest about playing thet char.
I haven't played HU, but I do have a lot of Rifts books so I can give you some general advice about Rifts. Aside from the main Rifts book, the original Conversion Book is very useful for adapting characters from other settings. Another useful book for Rifts vehicles and equpment is Rifts Mercenaries, since it includes descriptions of several types of vehicles and weapons for the Rifts setting which aren't covered in the main book (such as tanks and aircraft).
If you aren't sure how much time your group is going to spend playing Rifts, you might want to start with just the main book, and if you like the game then the Conversion Book and Rifts Mercenaries would be good books to consider. Since the Rifts main rule book has a lot of material in it, you don't really need to buy any other books aside from the main book to get started with Rifts. Also, considering the large number of O.C.C.s, vehicles, equipment, and other material introduced in all the other Rifts books, it is probably best to keep the game as simple as possible at the start.
Thats ann you "Really" need to begin play as the character.... later you might want Mercinaries, and the books Dealing witht he Area you play in.

In all honsty, I wouldn't recommend playing a HU2 character in Rifts. It will die. Before you even finish the Character Creation process. Play a Robotech charaacter instead. They got cooler stuff (like weapons that can kill the Zentraedi).

I haven't played HU, but as far as I know its an S.D.C. setting, so you're probably right about HU characters having problems in Rifts unless they get some M.D.C. weapons and armor quickly. But if there's a cool character concept from HU that newbee2004 wants to bring into rifts, it shouldn't be too difficult to give the character the necessary equipment once they arrive on Rifts earth. After all, a human from Rifts is just as vulnerable as a human from any other setting if they lose their M.D.C. armor, so its not like the HU character won't have the skills or abilities to survive, they will just need to be given comparable equipment.

I've been considering using some Macross II mecha in Rifts. The Valkyrie's leap dodge is an amazing ability, since no other vehicle in Rifts has an automatic dodge, with the possible exception of a Juicer piloting a jump bike or an Icarus jetpack (and in this case the autododge ability comes from the Juicer pilot rather than from the vehicle's abilities). A Valkyrie II with SAP can stand up to anything I've seen in Rifts (or in Phase World for that matter), and its personally my favourite mecha in terms of both appearance and abilities.
i'm actually making an HU char right now. In Rifts they may seem low powered, but the "PPE-rich environment of Rifts Earth" boosts many powers to the MDC level. This can create MDC beings as well as make super powers such as Energy Expulsion do MD.

..While Skraypers is a good book in and of itself, it's a stand-alone setting, whereas the Conversion book and HU give you much more source material and diversity.
..So Buying these two over the one will take you much much farther in your gaming....

Personally, I never leave the house without my VHT hovertank. (southern cross book) Or, Cyclone, its everywhere you want to be A HU character will survive in rifts, given that so many powers now convert to MDC, but I like Skraypers better.
