I look at it this way. The original SAMAS prototype was developed for NEMA and the Petagon, or was designed by one, and hijacked by the other. It led to the Silver Eagle and the combat version that is the USA Samas used by the Indians. This works out okay since most of the USA upgrades are bolt on. In my version of events the USA also had glitter alloy, but the Indians didn't have the facilities or expertise to produce it, but they could produce regular armor, and so they switched. The only problem with this idea is Japan which was doing advanced development work on the Samas, and has access to GB technology didn't use glitter armor in their version.

That would be because Japan was only working on the prototype SAMAS from the USA and are of the beleif that making the unit out of Chromium would make it to heavy.

Why would that make it too heavy? If you look at the weight of the glitterboy, it is ridiculously light for ammount of protection it offers.
