Retro villages might be considered open air zoos. Remember that there IS still a part of The Machine's programming that goes about trying to protect and care for humans. This could be a manifestation of that.

I think part of it is also that Kali uses the retro zones to breed more humans so she can have something to torture still. I figure she knows that the houses recruit from them and while she lets the other personalities make it hard to get in and out, she's one of the reasons why it's not impossible.

Well she and the other personalities make the machine an interesting opponent to fight. I like the fact you have the different attributes working t compeltly different goals and not limited to ways we'd think of as logical.
