it may have been that they had reached the edge of what they could do with AC's, but hadn't perfected Railguns or Gauss rifles to the point they could mount them on fighters. (they do take a huge amount of power, after all.) and the energy weapons are shown as weak on fighters (again, it would be a power supply issue.)
when faced between no weapon, and a weak weapon, most people will take the weak weapon.
