Hmmm I would say yes that a person in astral could use it, but I don't have much experience dealing with the dreamstream

If the dreamer is in the Astral Plane I would say yes, but I wouldn't permit the astral self to use a touch power on a person in the physical plane. That would leave all sorts of things open that require touch, and not just benign stuff like Observe Dream.

I think i like this solution the best: Touch or 10'.

Or make two versions of the spell, some people know the good version, others the other (some both or the one above) ...whatever.

so are you saying, you'd only use the desc and ignore the Range ?

I don't consider range to be a cross-planer thing. If somebody is within 10 feet (per level) on the same plane, go for it, but not when in equivalent locations on seperate planes. I consider that an insuperable boundry to such powers.

It means that the 'window' has to apper within 10'/L of the dreamer.

And touching via astral projection is cocidered "touching" for spell deffinition of touching.
