As far as Summoners and Diabolists go I would say that they would gain 1d4 of the power circles, that is if Diabolists can learn cirles.

Because PCC stands for Psychic Character Class.

In BTS 1 the PCCs included the Arcanist and the Parapsychologist, neither of which had Psychic Powers or used ISP.
