...had the article on Mafia source material for Nightbane?

It was called "The Old Ways" by David Phillips.

It's worth noting (since there is so much Nightbane stuff in The Rifter) that there is a index of each of the Rifter's contents as a sticky on the Rifter Board.

Rifter 9 Nightbane: Beyond Between the Shadows - - 18
Goes into far more detail involving the astral plane. It is quality goes into astral beings and what they can/can't do and how differnet magics can bind/stop them, a handful of Ectoplasmic psionic powers, a couple of magic spells, some more astral P.P.C's including the Astral Night. Gives limitations and expands the varies astral related powers.

Can't remember who wrote it but it is quality, to the Author who ever you are CHEERS!
