I've always played them as taking an action to activate. It's possible I've been doing this as a house rule, and that a canon answer would be different.

Depepnds on the power.

Some of them are always in effect.

Some of them require a period of meditation.

Some of them activate on their own without warning.

Some of them can be activated instantly

Some of them require an action.

Most of them are a combination of many of the above.

I can't speak for bts but in rifts we always played it that if you started using your psionics/magic from the beginning you activated it before the fight started thus not needing an action to activate. However if you suddenly decided to stop using your gun/fist/weapon/whatever and switch, well thats a different story.
