The GU-11 is a weapon system of the Veritech Fighter, please see the Weapon Systems skill and the Veritech Combat Skill.

1. Does the Pilot Veritech skill give one the Weapon Proficiency with the GU-11 or does the pilot have to take that separate?

Mecha Combat is the skill you are looking for, along with Weapon Systems.

2. Do the bonuses...
Aimed: +3 to strike (I know the GU-11 can only fire bursts :-D )
Burst: +1 to strike
Wild: No bonus or penalty
... stack with the Bonuses for Hand to Hand and Hand to Hand (Mecha) combat training?

No. Mecha combat is entirely separate.

The only bonus you get is +2 from weapons systems, and any special bonuses (such as the +1 targeting for the alpha).

I have often thought that the "strike" from the W.P skill should not stack with the "strike" from Hand to Hand (which + to strike depends on what form of combat you are using) - that Palladium was using the word in multiple places (with multiple meanings - for confusion sake) - but I could be wrong.

There is no W.P for the AKG-47, unless you count 'WP: Heavy' which would be used on vehicle-mounted devices.

If the pilot Veritech skill does not give a W.P. for the GU-11 then they are always shooting wild unless the pilots take W.P. GU-11.

No. The AKG-47 can be aimed. See above.

If the Pilot Veritech skill does give the pilot the W.P. skill (automatic?) then do the bonus stack from Hand to Hand and WP?

No. See above, and in the book description of 'weapon systems'.

Can someone clear this up as it not only affects Robotech but other Palladium games as well.

Thanks

Palladium's ranged combat rules are murky at best, but I think that has been fairly well sorted by my post, and all the above posts as well.

It's a mecha weapon, so there is no "extra" skill for the GU-11.
