Nope, it's not possible. I don't know why the paragraph seems ambigious to you. It's pretty obvious that the ability talks only about increasing the character's attributes, not anyone elses.

Also, if the martial artist was Mega-Damage or had supernatural strength, could they still enhance their own strength attribute? Say a supernatural creature trained in the martial arts and learned the Body Chi power, could they raise their supernatural strength attribute?
Theoretically, yes, unfortunately the subject of other strength types and how they would be affected by Body Chi hasn't been officially addressed.

You could counter the RL with the fact that it dose not specifically say it is possible. But then agine i your the GM you can write in your oun book to specifie whice way you want it to be.

Using the "the GM is always right" rule.
