rifter 3 has Ley line affects for Chi, but not official, offcially the only varying amounts of chi have been affected by chi magic/mirrors, and the rates of chi givein in the dragon and negative chi kata.
chi ball katas let one gather 20 to 60 points of chi depending on the enviroment.

Dragon Chi & Dark Chi give the rates for natural flows of Chi.

In Rifter 16, i have noticed that the adventure presented they have shown varying chi levels during the day and night as well? does the time of day affect chi? and does this mean that the events that effect PPE/ISP such as ley lines and eclipses and stuff can affect the available level of chi as well?
Time of day does affect Chi. Some of the stuff that affects ley lines will affect Chi, but not to the same degree.

I for one would find such a list a great help and would probably make me more inclinded to actually use the geomantic chi magic presented in Mystic China, if the end results could be used to best affect by villians and heroes alike instead of every single feng shui user being as effective as the next.

which reminds me, what effect does the basic geomancy skill have on chi levels?

The Geomancy skill allows one to accurately evaluate the natural flow of chi in an area, it doesn't affect it in any way.
