there are alot of npcs, but alot of them Violate so many rules that .. I don't consider them good.

Did everybody get up on the wrong side of the bed today?

The top 10 villians incarcirated in GI depends on your perspective.

The evil Blaze is way up there powerwise. As is the Immortal Alien Wizard. I'll see if I can grab the book over lunch and see who else I come up with.

As for danger, the Workshop has the potential to be more deadly then anyone else.

The only one that sticks out to me is the Heckler. I remember liking him a lot. Every other character just made me shake my head in bewilderment or groan with disgust.

Cuttlefish was cool too.

What information did he ask for? All he wanted was opinions on NPCS. He didn't ask for stats, or even a description.

So? The rules are there for PCs. If I want to make up a character with 200 PS, 2000 SDC and 10 powers, as a GM or game designer, I can. Um....*poof*... there I just did.

Bill's only problm was that he was a little "Supernatural PS" happy (many should have been only extrordinary or superhuman).

My 10 TOP TEN NPCs from gramercy island :

    (1) IRON WARMONGER
    Alien Robots are cool...specially him.
    (2) HEADSTRONG
    Its Headbutting time...
    (3) AFTERBURNER
    APS-Fires, mega, spacetravel...great villian
    (4) FLAMEBAIT
    this guy reminds me of alot of people on the internet :D
    (5) GALAHAD
    Good guy imprisoned...doing his time cause its the right thing to do...
    (6) HARRIER
    Sonic flight character, scaried of heights :?
    (7) HAZMAT
    Great tragic villian...in concept and deeds
    (8) SOLAR SCARAB
    Good Hero, turning into a villian...glory hound mentality is why...
    (9) STRANGLEHOLD
    Evil super strong plastic-man wannibe...very cool though.
    (10) BRITANNIA
    cool background...pretty too ;)

    Not hard to give our opinions on Top Ten NPCs is it...
    chill out ;)

Maybe it's just me, but I liked the team of MUTANT ANIMAL DINOSAURS!

I thought of various ways of getting them out....
Damn ICE/BCP/BorderPatrol! Damn everyone who won’t damn ICE/BCP/Border Patrol!! Damn everyone that won’t put lights in his windows and sit up all night damning CE/BCP/BorderPatrol!!!
If you support ICE/BCP/BorderPatrol at this point, you would have called the Gestapo on the people surreptitiously moving into your neighbor's attic and huffed that you were only following the law.
