IMO:
1, Phase tech has - basically - two different parts.
One is a "commercial" grade technology - equivalent or
a bit advanced version of the 3 galaxies "average" technical
level. This is usually the support of the phase circuits
(if they are circuits) - like targetting systems, power supply
etc.
2, Then there is the phase tech, which is not wholly in this
phase, manufacture with the express purpose of being
non-decipherale. Since the prometheans are a psionic race,
plus they - obviously - have aces to psylite technology, I would
say that this part is unaccessible.
The most one can reach, is to activate the anti-tampering
mechanism, which pops the "sensitive" part out of this existence.
Now, both components are very dependable, and also
modular - therefore if something goes wrong, one can
simply exchange the module - the PW book mentions,
that Phase-field driven ships actually carry 2 or 3 engines
in spare parts...
Putting it short: if you run out of spares, and the drive
goes down, hope that you will get help - 'cause the space
is cold. (Except if the conventional part brokes, which
can be dealt like any "common" machinery).
