They ALL start off with the Warmount Type/Breed Standard Features.
Half receive 2d10+15 Bio-E...

No built in weapons ?? Yepp that Standard.
Now HALF of the MegaHorse may have that 2d10+15 Bio-E. But nothing is "standard features" besides Supernatural PS, MDC Speed...and the basic Warmount features common to them all.
Now if an Outrider had a Mega-Horse as his/her Personal Warmount, it would get more Bio-E to customize it with, Its simple...
Outrider's Personal Warmount say he IF he/she picks the Mega-Horse
It the Mega-Horse gets 2d4x10+20 Bio-E worth of Enhancements, and +12 Bio-E per level.
Standard Mega-Horse comes with NO bio-weapons.
Half could be given Bio-Weapons if the Warlord wished it...
Now if a Outrider Owned one. as a personal Warmount. Add the Bonus Bio-E for Whatever features you wanted to buy.

Wings, Thusters
Whatever...
Its real simple.
