I am not Talking about the trow away Googs a Mastermind have but ther top agent.

Who wokr for the Mastermind as Body guards,spies and Assassins.

What do you think Makes a Good one?

Depends on the Mastermind and the organization.
I can make use of almost any of the N&SS OCCs as good #1 Henchmen, Assassins, top-level spies, etc. A good body guard could be an Operative Agent, either of the Martial Artists (or any of the Martial Artists from Mystic China), or a Veteran Grunt.

I tend to make such characters loyal, capable, perhaps even honourable, but definitely evil.
Depending on the role they serve in the campaign story, they might be wholly evil, or tragically noble but mis-guided or even blind to the depth of evil they serve, or they may owe the evil mastermind their life.
