I would rule that, as fully bionic beings, they have sense of touch equal to a 'Borg --> 55% IIRC. Yeah, they have a "living" skin, but I don't think it's that great, even with PW super-tech. Nothing can replace the real thing.

I think the sense of touch would be complete, or nearly so.

Phase World Borgs

For most phase world borgs. at least as far as full conversion goes, I go one of two primary routes:

1) Wolfen Quatoria as a model for all races. While full conversion, it makes the most sense. Wolfen quatoria are full conversion and yet still have their sense of smell. Sounds supertech to me.

2) Transferred Intelligence Robot: Sourcebook One - this is really what a transferred intellect robot would be - the virtual living essence of the creature transferred to a body that will never die. As unified a cyborg as one could design: remove ALL of the biological components from a "person" make the body purely mechanical (just like a living body is purely biological) and infuse it with a soul, which is purely metaphysical.

For a good example of this, look at Major Motoko Kusanagi from the Ghost in the Shell series. She is a cyborg, in that she has a Ghost, or soul, but her body is 100% synthetic. The rules in sourcebook one make this very easy, and then just upgrade the designs and damages, power source, other tech, to phase world standards, and you are good to go.

Any other brilliant ideas from the crew?

and I am not sure how much I bought that the entire three galaxies is against cybernetics, or even the entire CCW with their member worlds in the thousands and the like. Yes bionics and cybernetics are unnatural, so is space flight for most creatures. I personally always wrote that up to attempting to find game balance in the PW book or not enough room to cover cybernetics too...that's why I adopted the sourcebook one rules.

Blatent bionic reconstruction is certainly not the norm... but you can bet just about everyone that can afford it has enhanced themselves with cybernetic implants.

I agree. They're essentially a much more advanced version of Cyber-Humanoids (see the Rifts Bionics Sourcebook), and since the latter have no penalties, neither should the Quatoria.

Realistically, they should have some penalty (say, -5% to -10%), since not even cybernetic bio-systems provide a perfect sense of touch, but the fact is, they don't.
