I've been thinking of creating a small simian nation for Africa. Assuming I keep the official view of Africa, it would have to be one of the warring groups in northern or central Africa.
I've thought of possibly using the Fortress South Africa and just saying reports of an all human area are slightly incorrect. The Fortress instead welcomes all evolved simians. Perhaps make the elephant purebreds slightly racist which is causing some simians to leave that nation. Not overtly racist more like purebreds are singled out as being resposible for improvements while for others they recognize the team that is responsible.
The simian nation wants to get away from the wars in Africa. So they've restored a plane and are sending an expedition to North America in an attempt to determine what remains of the United States. Some satelite phones they found would be used to comunicate back to Africa. They would either have mechanical problem or be shot at by the EoH. Perhaps have the phone broken with the needed parts only being available in EoH. Some or all of the survivors could be captured by the EoH.

I seem to recall Erick once encouraging GM's to make the setting their own tastes and that of their group, so altering Inkuruland to suit your campaign shouldn't be a problem. Or you could make the simion nation a tiny nation hidden in the jungle or in the mountains.
As for satellite phones that still worked... Doubtful, but again, as the GM, you are free to do what you want and say something still works 80+ years after the Big Death. Personally, as a new amature radio operator, I would go with HF radios which would be more suited to this setting.
But hey, that's just my humble opinion...

I never let myself me limited by the original designer's views but I like to try to keep them in mind. I view the information on the other areas as rumors and generalizations. Fortress South Africa might have a large number of perfect look simians so that travelers might mistake it is a pure human area.

Actually I didn't really picture it as an actual satellite phone. It would simply perform a similar function of comunicating via satellite.
