Does the time allocated in a style, mean how long it takes to become an adept or master?

depends on how quickly you earn XP. there is no set time.

Most dedicated martial artists never reach 15th level in their lifetimes.

If yer asking about the "time to learn" entry in N&S, thats time to adept (1st level).

Time to learn a martial art to 15th level
