Testing the waters...

I've been thinking about trying to run a Phase World campaign for a while now. So far I havn't gotten much more work than the basic ideas done, but i'm curious to see if there'd be any intrest in me running one.
In general, it will be (or at least start as) a cargo shiper/runner based campaign. Ideally with loose morals (not asking if the cargo is stolen or who is receiving it), however, that will be up to the players to decide on genearl alignment. If the players perfer they could also be outright space pirates.
in the long term, The various missions will likely devole into an overall meta plot, but i'm not giving that away now...
In general, most any OCC from Phase world or Applicable Rifts OCC's are accpetable, as are any races. If the players prefer, they could go with an all human or other race crew.
Power level...well, this is phase world
No Cosmo Knights is pretty much the only restriction. Not because of power, but because a cosmo knight would have no reason to stick with this group. Fallen Knights are acceptable, and pretty much any OCC or RCC in palladium is at least theoretically acceptable, subject to individual approval by me, but this is a Mega-hero/Cosmo Knight level game.
Starting Level will be 1-5 depending on how your character compares with everyone elses (A less powerful OCC may start at a higher level to help bring them up to the other characters).
Within reason, the Players as a group can pick a ship and customize it somewhat to start.
Rescourses--the players will be allowed to outfit their group with materials and such as a Small Time Merc Company as per Rifts Mercenaries. Growing to a larger band is possible and will depend on the players. Note, this is only how many recourses you can start with. You will have to earn money as you go to keep it up.
The storyline will be more character-interaction based than combat based. Dispite power, players will be expected to use their wits to survive encounters. THe game will be story heavy and also involve a good deal about shipboard life. Those looking for a muchkin beat people up game should look elsewhere.
Game would be played in a chatroom. either OpenRPG or Palladium Chatrooms
So, any intrest in this? Should I bother refining my ideas more?

The worst part about Rifts/Phase world is making up my mind.... so here's what I'm looking at so far...

Very High. A cosmo knight would be just barely over the top. but most mega heros, godlings, (hatchling)dragons, and other power levels would be acceptable.
of course, all current submissions are somewhat weaker than that, so could roll with weaker if that's what the players want

Any estimate on what time the game will be happening? I saw a month from now, but no actual run times -- with my work schedule that's pretty key for me.

For everyone: the "high powered" was to keep options open for everyone. sinse it seems everyone so far is for playing more realistic characters (with the possible exception of the nightbane) then that's what the power level will drop to.
As to the atless--I dunno, i'll have to check.

Also: Houserules I plan on using:
Changing OCC's
All skills, powers, abilities of the old OCC are frozen. They will remain so UNLESS selected again with skills from the new OCC. Skills from the new OCC are limited to OCC and OCC related only. The OCC skills begin upon the new OCC without the OCC bonuses. Upon achieving 0 XP OCC skill bonuses are applied and OCC Related skills are selected as normal. The new OCC is reduced to negative XP equal to the ammount required for 2nd level. Skills selected to unfreeze old OCC skills are NOT unfrozen until the new occ level surpasses the old. HP does not increace until the same event occurs. You need to be 3rd level or higher to change OCC, and you can't change to an OCC you don't meet the requirements for (so you can't become a chiang ku tattoo master unless you are already a chiang ku, and you can't become a mind melter unless you are already a master psi. and so on).
Spellcasting
Spellcasting will use casting times as laied out in Rifts Ultimate Edition. Sorcerrous Profeciencies and limitations as per nightbane can be used on any magic using OCC.
Teleportation Limitation
Teleportation cannot be used to escape from restraints or the grasp of an oponent. if the restraint is small enough and not attached to anything then the teleporter can teleport himself and the restraints (or restraining person) will come with them, otherwise teleprtation simply is imposible and it dosn't happen. This is simply a balance issue for me.
Questioning the GM
Do not ask the GM for information you missed during the game. If you arrive late or had to leave early the previous session, don't bug me during a session for the things you missed. There are usually between 6-9 players in my game, most of whom would be perfectly happy to explain everything you missed in much greater detail then I have time to do while I am running the game, so ask one of them. generally speaking I don't have enough time while GMing to also recap an hour or more of missed game. If you want to bug me for what you missed during the week and are lucky enough to catch me online to do so, that's great, but not during the game.
Timeliness
The Game will start on time. I have decided that it is unfair to those players who are responsible and punctual to have to wait for the players who for whatever reason are unable to show up on time for the games. Therefore from now on, all of my games will start promptly at the appointed time or as quickly thereafter as there is at least one player present. The game time will be determined later
Absences
Absence without notification may result in loss of your place in the game. If a player does not show up for any games for a month or longer without sending me some kind of notification as to why they are not there, or at least that they will be back soon and still want to play, then I will have to assume that they have left the game and are not coming back. If players I thought had left do return before I have given their spot to someone else they can just jump right in, however if the spot is filled they are out of luck. So notify me if you intend to come back, and tell me about how long you expect to be gone.
Weight problems
In spells, abilities and psionics the term weight is now considered to be mass. This is to prevent several loopholes in the game(such as using teleport: lesser to move Dreadnoughts around in combat...)
Character Powers
If you have a problem with something the GM chooses to give to a character, you take the issue up with the GM, not the receiving player. I am more than willing to listen to any balance issue the players may have, but do not take it out on the character and or player in question, it's bad manners and more my fault than his.
Spell Costs
For most spellcaster characters, Purching spells may be done at any time assuming a proper magical guild can be found. A rough estimate for spells can be seen as follows. Note: As GM, I hold absolute right to limit the avaibility of any spell I feel is inapropriate, and many mage guilds may require services instead of money as payment, especially for high level spells. Also, not all mage guilds will have all spells even avaible. This is only a rough chart for quick reference, and not a final pricetag.
1st - 5,000
2nd - 10,000
3rd - 20,000
4th - 30,000
5th - 50,000
6th - 70,000
7th - 90,000
8th - 120,000
9th - 160,000
10th -200,000
11th -250,000
12th -300,000
13th -350,000
14th -400,000
15th -450,000
Legend - 1,000,000
+10% for offensive
+20% for metamorph/summoning
+30% for specialized spells available to common spell casters(mystic bulwarks, fulmination, shadow ect)
+40% for specialized spells that are class specific spells (where applicable. Necromancy being the obvious, cloud magic as well)
Character Creation Rules
1. Remember that I am the GM. I wish i didn't have to put this in but players keep argueing with me about my campaign, about the rules, about their characters, about physics, and
try to sneek things in that I told them not to have in their characters. If you are the kind of person who is going to do that (and i'm not saying you are, but i've had players
curse me out over stupid little things) then don't waste my time or yours.
2: We are the good guys, well more or less, but we try to be. Even if the group tends to do some questionable things like space pirating and smuggling, we still have some basic morals for deceny. This is mostly a recommendation for group cohesion. Think Firefly or Cowboy Bebop for a good grasp of the genere. Not following the law dosn't mean heartless or evil. In that vein, the alignments of Miscrent and Diabolic are banned, but abberant and all selfish and good are allowed
4: The Group will have their own modest spaceship and will likely roam the three galaxies. As a result, virtually any character is acceptable, but please remember the genere and try to make sure their motivations and personallites are appropriate to the campaign
5: The year is...actually, I have no clue what calandar the three galaxies use. it's not terribly important, and I likely won't keep track of the date in anything mroe than a general sense. as the group will be changing planets and seasons frequently and spending the rest of time in space, it's all but meaningless.
6: Almost any character from almost any game is acceptable, however remember that this is rifts and some characters can get stomped to death accidently in even light combat. I will try to make combat fair, but if you are reckless or stupid in battle, expect to die. Starting levels will be 1-5, subject to negotation with me.
9. I want a COMPLETE character sheet including ALL of the character's attributes, bonuses, and abilities. I want a COMPLETE list of all spells and psionic powers and everything else. I want to know ALL of the equipment the character has including stats for any vehicles they possess, and any modifications made to them. If you leave something out, you don't get it. DO NOT try to sneak things past me. If you don't tell me about it or include it in your character sheet your character cannot do it. I hate people trying to sneak things into a campaign, I'm usually ore than willing to let you have it (or let you acquire it) if you ask, but I won't let you have it if you try to slip it past me.
10. Yes you can use home brewed characters, weapons and equipment, however we will need to discuss any home brew items or characters before I let them in.
11. I would like to have a history of your character so that I can arrange for it to agree with the lay of the land in the campaign.
12: Space skills. For the sake of ease, and for the sake of not spending precious skill slots on basic, all characters in my game will be assumed to have the following (note: any player who does not want them for character reasons may simply not take one or all of them):
Laguage: native (98%). Also note that unlike normal rifts, literacy in any language they know is considered automatic as well (phase world has a higher general level of education)
Basic Math: 98%
Zero Gravity Movement
Pilot: EVA
Trade Tounge One (just so everyone can communiate with each-other)
Computer Operations:
Radio: basic
13. Rolling Attibutes: roll 4d6, drop the lowest one. If the total of the highest 3 dice is 16 or more, you may keep the 4th as your extrodanary attribute roll, or re-roll it and take the re-roll. if the 4 is a six, then roll again (max 30). if not human, then roll normally for your race.
After rolling All dice rolls for a character (including non-attribute rolls) you may re-roll any 1 roll made during character creation you wish. it could be one of the 8 attributes, or your SDC/MDC roll, or your PPE roll, or your starting money roll. it could even be your minor/major psionics roll, or a roll made for a specific OCC, or any other roll pretty much. but only reroll one.

I'm in if theres still room. Thinking mutant (heroes/skraypers) or Undead Slayer/Maxi-man/Monster Hunter. If we're heavy on magic or anyother special abilities, maybe a operator/machine person if allowed to take an occ. Could use a ships mechanic/pilot.

Cool. Any chance I could a get a basic rundown of the submissions? This way I'll figure out what we're weak on and try to partially fill the gap

I have a super-powered spacer who's wasting away as an NPC on my monday games.
Tuesday's I might be able to make though.
Though so far you've mentioned you need more magical/psionic oomph.
Also, I use excel for my char-sheets. I haven't found a pdf that I like. Is excel acceptable?

Well, I'm glad to see this got so much responce!
However, I simply havn't had time to really get everything in order. Hence "testing hte waters" not "recruting for new game". I'm not quite ready to start getting everything done yet.
