Let me check my copy of AtB2...... ah, there it is, p. 111-112.

Hm, you're right, there's nothing that links it to anything Pre-Death.

But you could go with this;

With the invention & mass marketing of the EGG device, Pet-Show entrants saw their chance to truly out-do their competition by breeding & genetically altering various exotic breeds to win the various shows. The cash prizes often went into the tens-of-thousands, but rarely in the hundred-thoudand, range. With 'extinct' breeds making a comeback prior to the "Big Death", the Exotic Breed category was expanded to include "unique" abilities such as the first Animal Psionic powers: Telepathic Transmission, Empathy, Danger Sense & Hypnotic Suggestion were the first to be confirmed (a scandal erupted at one of the last pre-Death pet shows, when one animal literally hypnotised the judges into awarding all the awards to her).
The Pixie-Bob was the first to display an 'accurate' line-of-sight teleportation ability, which led to professional breeders to attempt to mass-market the breed in order to make a fast buck (the EGG system had damaged their trade; why wait months, even years for an exotic cat-breed when you can grow one in virtually half the time or less?). The flooding of the market caused the Pixie-Bob to lose value, and many escaped captivity to roam free. Some cities offered bounties on rogue Pixie-Bobs, to ofset the very difficult task of re-capturing them (it's hard enough for the local stray-animal catcher to fill his quota when the quarry keeps teleporting away!).
Shortly after the Flash, the few remaining Pixie-Bobs fled the major urban areas & once again began to breed.

How's that?

Psionics don't necessarily make a game "fantasy" IMO, but in AtBs case...I think it started down the road to "fantasy" and pre-riftsdiculous with Mutants in Avalon.

Cats don't teleport per se, they move via non-perceptive space. They wait until you don't notice, THEN move lightning quick. And yes, I have 3 of the furry shedding machines.
