Officially, the skills are just duplicated. If they happen to be among the small group that can be taken twice for professional quality yer in business, otherwise they're just duplicated and lost. That said, Splicers OCC are quite powerful enough with the existing skill sets and don't need extra selections.

Give them a +5% for each Skill thats duplicated to that Skill. Shows that they really have that extra training in that skill better.

Weapon Skills duplicated extra +1 Attack or whatever you see fit. dependng on the weapon skill.

Physical Skills duplicated give them the bonuses twice. Afterall they trained twice in that skill with the extra effort from their training.

Yes there is but (as a rule) it only applies to domestic skills (not even all of them) and a very few other skills that specifically allow for professional quality selections.
