They don't use them. Of course, when you think about it, they're useless anyway sinse they gave them natural immunity to vampires in the first place.

I have always taken that section about "double PPE to activate for non-tatooed men", as appying to non-Atlanteans... since, as you point out, it would mean that Joe Average Atlantean cannot use his
Marks of Heritage, so what the hell good are they?
Charging x2 PPE cost will also cut down on the number of tatooed Elven Cyber Knights and whatnot in your campaighns.

Why would non-atlanteans get the Marks of Heritage? I mean...they are the Marks of Heritage for Atlanteans lol.

Because a non-Atlantean might also enjoy a flaming sword, and protection from vampires?

The Double PPE expendature does not apply to Atlanteans as they get their tattoos at a young age and are tought how to use them. The double PPE applies only to non atlanteans and non tattooed men

Atlantis pg 16 right side second paragraph says the tattoos are given arround age 5 or 6 and the standard rules of tattoos apply. Now what are the standard rules. Pg 84 and 85, on pg 85 it describes non tattood men requiring double the ppe to activate tattoos for novices, i dont think someone wo got tattoo magic at the age of five is a novice. On page 86 top left it describves othe non T-Men who use tattoos.

I see the marks of heritage as very useful. Come on it's very Atlantean's duty to kill Vampires and other supernatural evils. As for who else besides them would have it, my GM has a character from when he played Rifts with his friends and he was adopted by a clan, so he has them, he'll never have to use them unless he travels south from the city he's in.
I also have a character that has the heart with a wooden stake through it tattoo. He got it as protection from vampires as the poor guy has a terrible fear of them. He's used it all but once, though he hasn't had the tattoo for a long time.

Apply common sense. A True Atlantean raised among his people would know how to use his tattoos fully. That means normal PPE cost. At least in Misfit Games it does.
It also states that novice tattoo users require double the PPE cost, getting tattoos at 5 or 6 definatly keeps you out of the novice pool and into the expert territory.

When one is a non atlantean they are not marks of heritage. they are simply tattoos. The marks being on the wrists-- my player group came up with those 2 tattoos only being available on the wrists of atlanteans .(we went as far as to denote the inner wrist.) The stylization of the tattoos being what denotes ones clan.

That's similar to how we've played it, but non-Atlanteans inducted into the clan may receive them as well, though possibly non-magical ones depending on the race involved. That's why Morgan Bladewalker, the Pleasurer Psi-Druid has the Marks of Heritage in mundane ink on her inner wrists. Her daughter, Alea Bladewalker also has them.

But they are not 'marks of heritage'. They would have to know an Atlantean tattoo master of a chiang ku, and convince/hire them to give them the tattoos, or have said tats as part of a background validated by the GM... it'ss not like tats were meant to be seen everywhere.

Wasn't there a blurb in Atlantis of Splynn Dimensional Market about false True Atlanteans produced by the Splugorth with false Marks of Heritage? Sure, it wouldn't fool a Chiang-Ku or a TA, but it should work on most everyone else.
