The attack I believe you're referring to, "Leap Attack," is written with a normal martial artist or fighter in mind - not a super-powered spring-legged wonder. For those with "jumping related abilities" or other logical modifiers, the changes should either be included in the write-up of those abilities, or are at the GM's discretion.

That would include things like the hopper power armor. which is designed for hopping arround as a means of travel which could easily be used as an attack as well.

Personaly to me jumping is a vertiacl motion with no movment in any direction but up and down. Leaping implies a movment with force behind it be it lateral or horizontal but always consisting of a movment through the air in more than one direction than up and down.
