I agree. The psychic would lock onto the real person.

Yup, the real guy, though it may only go back and forth between the real guy and the changeling if the changeling is 100% exact on his shapeshift. Since remote viewing works through a picture or a video, it would flicker back and forth between them both IMO. Same as if you had a picture of a woman who is 1 of a triplet set and they all looked exactly the same. It would flicker between them all, though the time limit would still stay the same, so it wouldn't be much help.
