Quick Horror Factor Question

Usually Horro Factor applies to seeing the supernatural and peeing one's pants in most cases I've played.
What about watching mass destruction happen? and if yes, what value would you apply?

i believe rules for that are in Coalition War Campaign.

The Horror Factor rules can be applyed to any shocking event that the char witnesses.
