Nope. As said previously, that's the limit of Psionics. There's no real substitue for rest and meditation.

You could get him addicted to Psi Cola...
In the alternative you could ditch the Phase Mystic thing and make a Chi-Gung Seng Ren with a Psymbiote - Master Psionics and a virtually endless supply of ISP. A Mega Hero made with the rules of Rifter 37 could achieve the same thing.
Both are pretty munchkin options though.
