A D-pocket spell, no you can't put anybody into it...they wouldn't fit, they only hold 30 lb of stuff. ....D-Envelope, only the creator and others with temporal magical powers can see the enterance and enter it.
If the owner leads, holding the other person somehow, they could take that other person into the Pocket Dimention. This is assuming that the entrance of the PD has a limited access condition placed on the entrance.
However, this does not let the other person return to the PD after they have left the PD.

then dimensional envelope requires the creator to teleport and it can't be made for anyone else

Given the many, many, many instances of Magic Bags out there, I would say that you can potentially place a D-Envelop anywhere, and it doesn't necessarily have to be fixed at a certain point in space unless the spell description says otherwise.

The wording of the DE spell text implies that it is attached to a fixed location, and that it can be walked into. It says that it has a 'door'.
It is my opinion that the DE spell has to be ether fixed to a location, or a large object (large defined as big as a house.) While DP, and it's variants, are fixed to smaller mobile objects. Thus any 'magic bags' would be made via a DP variant.

In our game it has been ruled that a Dimensional Envelope spell requires that the caster trace a outline of the desired door(minimum size 3’x 3’) on a solid structure big enough to hold it, and it is anchored to where the caster traced the door. So it is usually cast on a Building or Large Vehicle. Destroying the anchored spot will destroy the door way (but not the pocket)
Also since the Envelope is another dimension we allow those with the knowledge to open dimensional rifts into the envelope.
