I want a real world setting, but with some minor mysticism added in for things like Indian magic, or perhaps an evil monster comes to town that needs to be dealt with. (Part of the idea I have is Rifts opening earlier in history, and maybe playing a campaign that plays one in each setting.)
Anyway, are rules for this covered in any of the books?
The TMNT Transdimensional book.

Sure!
WB New West (there are rodeo rules ans even real snakes and rattlesnakes coveret
WB Spirit West (for indian mysticism)
WB Lone Star (more info on New West, although very "Rifts" focused (Lone Star Complex, Dog Boys, and Pecos Empire).
And, of course, Conversion Book 1 for MDC->SDC conversions.
Hope this helps.

Show him what low powered settings are like. So he can start out small then blast them with a whamy when the rifts emerge.

What exactly does BtS do for him?

It also has a "Ordinary Person" OCC, which would be much more appropriate to a realistic western setting than any of the OCCs in Rifts: New West.
And don't get me started on Spirit West.
