Short answer: it depends.
Long answer: basically, the term RCC started out as an alternative to an OCC - your character's nature was defined by it's inherent nature, more or less. Over time & books, this has more or less changed, but it's still pretty fuzzy. Dog boys aren't really an RCC, and a rogue dog boy, or one who was born free, could theoretically be any OCC. A CS dog boy is always going to have the accompanying skills/training that makes up that military psychic class, but they're not born to it.
Now, a mind melter, as a psychic class example, already has a bunch of skills associated with it, so their RCC is still the old-style; they can't select an OCC as well - developing their psychic abilities takes up too much of their time. In Psyscape there are rules for some bonus skills for master psychics with CS military training though, but it's not a completely different OCC/RCC, just a bonus.
So to answer your main question, a dog boy who was born free, ie, one who never received the OCC training from the Coalition, could become a cyber-knight.
