What do you mean?
Most R.C.C. say which O.C.C. they can take if any. If done replace the skills is the most often the answer.
In creating it seems a R.C.C. is seems to be if the Race has alot of special abilities then they give the a reduced skill set. Has for rules of creating your own no. The close thing I would say is to reduce the skills similar to how major psonics get.

An RCC, Racial Charater class, is one where most of the people of the race has the same skills, so if your char is born to that race they get the race's class. Only those w/o the racial abilities can choose a OCC.

If the class can be learned by just about anyone then it gets the OCC classification.

Well, I would say 95% arbitrary, but yes mostly arbitrary. Their are a few guildlines they seem to follow.

I created 5 OCCs for the upcoming Thundercloud Galaxy, so allow me to tell you a bit about the process I went through (though it by no means _the_ way to do it).
First thing you have to do is see if there is already something... anything... that fits what you're looking for. This is the only way to avoid having 9 versions of the Headhunter OCC. Can the character type you're looking for be done by taking a few select skills with an existing character class?
If the answer is an honest NO, then you can create something.
The next thing is sum up, in a single sentence, what exactly it is that this new OCC does. Just like if you asked me what I do for a living (I'm an Shakespearian actor and playwright). Keep this as tight and focused as you can, because "I can do it all" characters are munchkin and not fun to play. So if the new OCC was asked what it si they do for a living, and the answer would be "I kill people for money", then there should be a very specific way in which they kill people for money... a way that is different than any existing I kill people for money OCC.
Next, go over the Rifts master skill list and pick out the skills that, for example, a Shakespearian Actor OCC would definitely have... Off hand I'll say Literacy: American, Performance, Public Speaking, Dance, and Sing. (I studied all these areas in school). Since they the core of my job (read OCC), I should get a bonus to them... usually +20%.
Again, looking over the master list, you'll see that there are a lot of skills that a Shakespearian Actor OCC could really use in his everyday life... things like Fencing, Wardrobe, Creative Writing, Play Musical Instrument... maybe Juggling too if he really likes the clown roles. So these categories would form the basis of your OCC Related Skills. Most Rifts OCCs seem to get between 5 and 14 of these skills, depending on how much time and study it takes to be good at their job.
Secondary Skills... if the new OCC gets a lot of Related Skills, then they won't have a lot of time to pick up Secondaries. If they get a low number of Related skills, then they will have more opportunity to take Secondary skills, and even pick some up at higher levels.
Finally, the inclusion of special bonuses should be kept at an absolute minimum, or included only if the OCC is really unique.

I'll go with 99%.
It seems each OCC has stats, but most of them are completely different from each other. A lot dont even have you roll 3d6, some are like 4d4 or 10d6 or whatever is appropriate.
They all have an XP table, but again those are completely different from each other.
They usually have some sort of skill selection.
They normally have weapons and equipment.
Again, both of those things vary wildly. Some will have nothing or lots of money and make you pick everything. Others have lots of specific goodies with little personal choice.
Aside from those handful of things, OCC's dont really seem to follow any pattern.
But as has often been pointed out, its nice to have so much variety.
Though sometimes I dont think its really variety as it is filler text.
In most of the books, the majority of men-at-arms classes seem really similar, the only difference is the default skills they get, and the name.
