I've actually never seen the Red Green Show. I found their website and perused through. Seems like the feel you are going for from the website would be a small population where everyone knows each other.
How well do you want eveyone to know each other?
-By name, keep the area population real small, probably under 50-60. Everyone would show up to raise a barn sort of thing.
-Recognize everyone by face, but might not know their name or may know the name but not the face sort of thing. Keep it under 300 people.

Rifter 1 had a good "city builder".
But IMHO, a "city" in Rifts in Canada should have around 5000 - 15000 inhabitants while your town can range from 100 to 500.

Having watched RG for several years I have to say the numbers mentioned by snuffy are pretty good. A small town of 50 or so at most and the city might have 300 or so. Remember though there would be some individuals living out in the woods who might not be counted as part of either as well as outlying farms and residences.
