That is Rifts Ultimate Edition (RUE). RUE is basicly a 2nd ed rifts but not everything I've heard about is saying that it's great. Most of what I've heard is the complaints. but then agine I stopped plowing throught he rifts forum about two years ago as a waist of time.
I don't know what LL text it has, I don't have it.

IIRC, there are also some more info in
WB2: Atlantis (Ley Line Storms and Piramids) and in
WB7: Underseas(underwater ley lines and ley line storms).
