I personally prefer the mechanic of Chi as it is in N&SS.
I felt the attempt to convert to either I.S.P. or P.P.E. (Rifts Japan and China) were complicated and unnecessary.
Chi was fine as it stood.

I think, if you keep to the idea of Chi based on the final P.E. attribute, with modifiers from Martial Arts (and any you use from incorporating HU, if you do), you will find the system works just fine.
Keeping Chi as a separate 'realm of power' from magic (P.P.E.) and psionics (I.S.P.) adds a dimension to the game.
Plus, since N&SS does not incorporate psionics on it's own, you can either 'stand-alone' or merge N&SS to other megaversal games with little difficulty.
