I'd have Fellow A and Fellow B not have names (Gives your PCs a mystery to solve.)
The fairy should react based on how He/She/It was treated. Freeing the poor fairy can be a simple or complex matter. I would recommend the use of a magic weapon to cut the glass.
A magic weapon that Fellow B has (probably stolen by the PC's) anyway I'll give it more thought...

Fellow A: Any Hunter-type character who happens to catch a fairy and wants to sell it.
Fellow B: Maybe a Splugorth of Atlantis of the such (they use fairies for those biowizard experiments after all, don't they?).
When Fellow B don't receive the fairy for wich he has paid and starts to investigate...
Fairy reaction: I suppose depends on the fairy and its alignment. Do you plan it to be a friend or a foe? It could be a sort of comic relief for the party, etc.

I was thinking the same for the fairy. they can make life intersting and fun.
