Watching Burn Notice has got me thinking: Where do you draw the line and call for the Basic Gizmoteer Construction Skill roll, as opposed to a normal skill roll? What is the point where you say "Ok, you're not just fiddling around with circuit boards, you're making a gizmo."

I would have it the skill roll for designing the gizmo, while the construction skill is for actually making the gizmo.
