Need the Paired WP to do anything paired beyond that. Yep, skill hogs. Price you pay for that level of deadliness.
Note: option 1 makes you a total badass with one Katar or two, but costs the extra skill. Option 2 uses one less skill but only makes you a master with paired Katars (very specialised training). I'd advise option 1 if you have the skills to spare.

In this case, yes, since you're already WM Katar. The WP Paired just gives you the paired experience and the additional slot allows you to apply it to your already existing mastery. At least that's my take, Levi might feel otherwise. But do what's best for you and your campaign.

Im also a bit unsure how the bonues add up.
Say example 1 we have a lvl 1 character
WP Sword gives +1 Strike and Parry
WS Long Sword gives +1 Attack with Long Swords, +2 to Strike, +2 Parry, +1 Initiative and Critial Attack with swords on a natural 18/19/20
WM Long Sword gives automatic critical strike on a 18/19/20 with long swords, Deathblow on a Natural 20 with long swords, Multiple Parry(What is a Multiple Parry?) +1 attack with Long Swords, +2 Strike, +2 Parry, +1 Throw, +2 Damage, +1 Intiative.
So just from those skills would the lvl 1 characters bonues look like
+2 Attacks with a Long Sword
+1 Strike and Parry with Normal Sword
+5 Strike and Parry with a Long Sword
+2 Initiative when using a Long Sword
+1 to Throw a Long Sword
+2 damage with a Long Sword
Critical and Automatic Critical on a Natural 18, 19 or 20 (Whats the difference between them?)
Deathblow on a Natural 20 with a Long Sword
Multiple Parry with a Long Sword
Is this correct?
Sounds about right. It's massive power, but costs a lot skill-wise which will cost you when you really need to get past that locked door or feed yourself in the woods, etc. And remember: that's a +5 with Long Sword and a +1 with other swords, not a +6 to LS (i.e. not +5 LS plus +1 sword).
As for Automatic Critical and Multiple Parry, those are for Ninjas & Superspies which uses a slightly different system. Ignore them for Palladium Fantasy (just use Crit on nat 18,19, 20) or buy N&SS and adapt/integrate as you see fit.
For that matter you might want to hold back on the Death Blow (i.e. not use), as that's actually a first-level possibility in N&SS but might be overpowering in PF.
