Strength Questions
Heres the example question.
A human with a PS 10, is having a arm wrestle with a Super Natural human, who also had a PS of 10.
Now, the SN PS will win..no question asked.. but how strong would a regular PS person have to be to at least tie the SN strength character?
In the above example, I figured I go by what the weight of what the characters could lift, if a PS 10 could lift a 100 pounds, and the SN PS of 10 could lift 200, then it would take 2 humans to tie the supernatural creature.. in a contest of strength...
Is there any other (better) way of doing this? or would this be the best way to figure it out?

I think the best way to handle it is to house-rule away the different strength levels.
Barring that, you have as good a solution as any.

Actually, the rules say someone with a SN PS of less than 16 is _not_ stronger than an ordianry human of equivlent strength, yet can still do mega damage on a power punch.

That's horrifying and in need of a house rule. For such a house rule, I'd base it on strength damage bonus. Sound good?
There is no strength damage bonus to PS less than 16.

What this hypothetically would mean is that, when raw strength is in question, the SN PS guy rolls his damage bonus and compares it to the opponent's damage bonus (which isn't dice-based, since it's not SN). No damage is actually done, but it means SN folk don't get a static advantage, rather a variable advantage.
Granted this may not work for Rifts, but for HU2, does this seem fair?
actually, in HU a SN PS of any number, even small, allows you to carry PSx300 and lift PSx500.

Maybe HU2 does; I'm used to Rifts.
In Rifts, Supernatural PS Punch damage doesn't apply to melee weapons, just the normal PS damage bonus (and only to SDC weapons).

Just read the SNPS power (HU2) where mack's quote/paraphrase came from, and it doesn't mean the beginning of the book...it means the SNPS damage table in the power description that the weapons note just followed.
As for the different PS's....I go by the HU set, unless in rifts. regular, exceptional, super human & Super Nat.
As for which would win in arm wrestling or a 'test of strength'. (pull something out the air) 1st each roll a strike, for who gets any advantage due to hand positioning. if they each roll with in 5 of the other there is no advantage. If one gets an advantage then their lifting score gets doubled, compare the two lifting scores and the one with the higher wins.
As to applying SNPS damage to a weapon attack, I add them together, most of the time

Going by the arm wrestling rules in Mystic China, two characters with equal P.S. attributes have an equal chance of success, regardless of weight capacity (at least inasmuch as weight capacity is not specifically listed as a factor). However, each point of P.S. over 16 grants a +1 bonus to arm wrestling rolls (on 1D20), and super-strong beings are likely to have P.S. attributes substantially higher than 16.
If one wishes to give added weight (no pun intended) to greater-than-human strength levels, one could simply change the bonus distribution. For example, augmented/extraordinary strength could be +1 for every 2 points of P.S. over 16, robotic/superhuman strength could be +1 for every point over 16, and supernatural could be +2 per point over 16. One could also lower the threshold to, say, every so many points above 10 or 12.
There is also the possibility of inflicting damage on the loser, when the winner has vastly superior strength. I would treat this as a crushing/tearing attack, at half the super-strong character's normal punch damage, direct to hit points.

After some research* I came up with this ratio: Normal PS < +4 Augmented/+7 Robotic/+15 Supernatural.
Thus, shoud you try to bring face to face a 10 Normal PS against a 10 Supernatural PS, that last one woukd have a 15 to 1 advantatge.
