Atlas for Rifts Earth

I want to start an Atlas for Rifts Earth (well, in fact, for the moment it's just for North American Rifts) as a personal prop (DM tool and PC reference). Problem came up with what format is it best. I have several options available:

1. - Autocad editing using a raster image.
Advantages ( :ok: ): Easy to edit.
Disadvantages ( :frust: ): a) Not ease to share and improve by the community. b) Not able to find a scaled georeferenced USA raster image map.

2.- Using Google Earth
:ok: : Easy to share and view by all.
:frust: : a) Low quality image surface (specially when viewed at high altitude). b) Not easy to edit.

3.- Using a Geographic Information System (GIS).
:ok: : Geographic information can be linked to setting information for quick reference (ex. Wold book references, main NPC in the place, affiliations, etc.)
:frust: Lack of easy to use GIS software.

Do you have any suggestion? Any recommendation?

For a map book to be a viable product for PB it would have to have some sort of information unique to that book alone.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.
Reading and writing (literacy) is how people on BBS interact.

I don't remember where I got it, possibly from the official site, but I had a sweet Eberron PDF map I downloaded a while back. It opens showing the entire continent on one page, broken up into the various kingdoms/countries with major landmarks and capital cities showing, but if you zoom in, details are added down to the smallest villages on major zoom in.

If someone knew how to make something like that, that would probably be my number 1 Rifts tool.
