Take 5 aspects of technology; weapons, armour, shields, gear (sensors, cloaks, computing power, etc...), and speed.
From here you have the basis for dozens of combinations of ships; you just need a rating system - which could be dependant on the different organizations you wished to emphasize; for this example I'll use a 5 point rating system (5 being the best, 1 being the worst out of the major powers).
Military A; weapons 5, armour 1, shields 1, gear 1, speed 1.
Military B; weapons 2, armour 2, shields 2, gear 4, speed 3.
Military C; weapons 4, armour 3, shields 1, gear 1, speed 2.
Etc...etc... until you feel you have enough combinations of ship types. Then from here you take a chasis; a high mark for each grouping to follow.
Destroyer Class Warship
MDC: 5000
Shield MDC: 5000
Gear: Long-range sensors, Cloaking device, Advanced targetting computer (+3 strike all weapons)
Weapons: 100d6 worth of weaponry
Engines: 100LY FTL drivers
(note that I made up most of these statistics, names, etc... *this is just an example*)
Using '5' as an indicator of 91-100%, and every number lower as 1-10% less than 91%, you can gauge how good the military ships of each faction are. For all aspects just knock off a percentage of the MDC/damage; this will give you some good ships for each class. Note that these should be better than civilian ships and most custom ships on nearly all aspects.
