Depends also on what you're 'spotting'. If it's someone hiding, generally it's not the players roll, it's the guy hiding doing a prowl roll. If he fails the roll, the player spots him.
If its a clue or random item, it'd just use plot. If the player is supposed to find it, let him find it. Nothing more annoying then having to make spot check after spot check just to find that one important plot device that keeps the game going.

I would houserule a Perception attribute (call it P.R.) for each creature. Animals especially have a very broad range of sensors and such an attribute would modify any Prowl/Detect/Concealment skills.
