Simple method: Apply PV value as a negative to the AR of any armor the character is wearing. If someone is hit with a PV 5 weapon while wearing AR 17 armor, the armor protects like it has an AR of 12.

It's quick, dirty, and not entirely accurate, but it doesn't require complex figuring.

My quickie version is to reduce AR by 4, and make he AR into an RF (Reduction Factor; damage reduction). Someone with a high-powered rifle will still blow through most armor, but that's as it should be. If you get a critical, you can either do a multiple of damage, or reduce your multiple by 1 and ignore armor (e.g. You normally do double damage on a critical. You can choose to do normal damage and ignore armor, or do double damage. If you did triple damage on a critical, you could choose to do triple damage, or ignore armor and do double damage).

Armor takes damage equal to the amount it resist.
