I use the HU2 conversion suggestions for MDC Robots/Power Armor.
Add up all MDC Locations, then x2 = SDC
Apply an AR ... I'd suggest 12 to 15 since that is the max AR for "Exoskeletons" and Host Armors are Organic Exoskeletons after all.
The huge SDC bonus from adding up the Hit Locations then doubling it for SDc make up for the lower AR to me.
Add up all MDC Locations, then x2 = SDC

Personally, all the numbers are ridiculously high. I want combat fast and dangerous and I want PCs to know that prolonged battles are the fast track to a TPK.
Any 5 vs. 5 battle that lasts more than 1 hour of gameplay is a problem.
I would do MDC = SDC and I would keep the ability to hit individual locations because that is fun. As for AR, then I would do 10 for light armor (non-host), 12 for most host armors and 14 for heavy combat armor like Dreadguards. Then I would make the bonus armor upgrades to be +1 or +2 AR.
Here's a basic rule of gaming. If you want players to use more tactics, more planning and more thinking, give their PC's less defenses.
