Here's a thought for the skilled labor types, espianage and technician. I can see various organizations having a list of possible hirelings as situations dictate, much like NFL coaching staffs keep a list of free agents to call in case of injury. The PCs took out your scientist somehow, you have a list of MIT grads in that area to recruit. This should apply to skilled fighter types as well. "Quick, get me someone who can repair a time traveling Delorean and a black belt in Gracie Jujitsu!"

I remember seeing a Spiderman page where Spiderman recognizes one of the mooks he beats up as having formerly worked for another supervillain.

all mooks fight to the death*; and some, especially scientists and others who know when to duck can be expected to run away when you set off the big bombs in the middle of the complex.

Who cares if they fight to the death? if they run that makes them even easier to pick off

On topic, there's a panel of Spider-man where he's about to beat up a mook... then recognizes him as having worked for several bad guys in the past.
