Much like the time limitation on the metamorphic ability.

Dragon nat. Abilities are useable while metamorphosed.

The phrase "at will" suggests that it can be used whenever desired and as often as desired, although it would be reasonable to require a wait period between uses.

You can't meld into your own shadow.
