Why was Hydrokinesis neutered?

Why was Hydrokinesis neutered?

Looking at the Hydrokinesis entry in my old copy of HU, the psionic power is actually quite useful, if perhaps in need of a bit of toning down. It didn't get toned down, though. Instead, every other subsequent version I can find in my books has been totally emasculated. What gives?

I find it somewhat disturbing that someone with "Bidet" in their name is interested in the power of hydrokinesis.
