check out south america 2 page 144 the Equinoid rcc (the psi-taur) or dbee of north america page 44 for the centaur rcc.

for centaurs, please spell it fully out before shortening it, check out the 'rifts conversion book 1' or better yet the 'Monsters and Animals' book.
If what you are saying that your player wants to play a cat based centaur, then you'd need the M&A book so you could compair the horses and cat stats almost side by side, along with the centaurs'.
Another option would be to use the random monster creator in the back of the 'Land of the Damned 1' and use the settings you think a PC cat-centaur should get.
The psi-taur is a mutant animal, much in the way of the TNMT and ATB book but with rifts power tweaks.

The Nightbane RPG book has a Feline Centauroid form write up (pg. 97), I hope that offer some guidance. If you don't have that resource I or someone else that has it can supply the information to you.
